This master ZIP broadband eligibly file is for Frontier Authorized Sales Agents to help with serviceability and partner marketing.

Recent Changes:

5/13/23

Updated monthly dataset.

Updated expansion areaas of 6-1-23.

12 new fiber cities added in the last month.

5/16/23

Updated monthly dataset.

Removed copper ZIPs that we will not be stopping at this time.  There are plans to do it a few months later.

Fiber Cities Compare has cities highlighted in both 4-11-23 and 5-15-23.  17 cities were lost, while 44 cities were gained.  This puts us at 814 Fiber cities.  Lost cities are typically data cleanup and not an indication that we have removed fiber or added copper.

Expansion data is somewhat dated as the datasource stopped.  I am looking into that.

4/28/23

In the attached master ZIP list, please refer to both the NoCopperSales tab and the column AA on the main tab which is filterable to help determine serviceability.   In areas where copper has stopped and there is any fiber availability, we should always be marketing fiber.   If there is only copper prospects, you can consider that ZIP non-serviceable.

 Helpful information:

- This will bring our total stopped copper areas to a little over 500 ZIPs, which represents about 10% of total ZIPs

- NoCopperSales tab – There are some ZIPs that currently don’t map to a city, state or DMA, these can be filtered out of any lookups

- Copper ZIPs affected are summarized below for the following states:  CT, IL, OH, TX & WV

- CT – mostly statewide

- WV – 30% (180 ZIPs)

- OH & IL – a few areas, location specific

- Added this usage notes tab.

 4/11/23

  - With this version there are 51 new fiber city additions giving a new total of 787.

  - 40 ZIPs in IL & OH where we are pausing copper sales are flagged as Copper_Sales=N in column AA.  This takes effect in our ordering systems on 4/17.

  - Exception pricing has been removed for Fiber 500 & 1 Gig.  All ZIPs should use national pricing.  This takes effect in our ordering systems on 5/1.

  - Added Expansion Cities tab.  This can be used in conjunction with Column Z to better understand where we have expanded fiber over the course of building out our Gigabit America strategy.

 Usage:

See notations below for additional details on how the data is organized and help for targeting scenarios.

[Fiber_ZIP] indicates whether we can market Fiber in this ZIP code.   It is an automated column using the following criteria.  Fiber Rate ≥ 15% = Y , Fiber Rate < 15% or Fiber_Eligible_HHs < 10 or Fiber_Prospect_HHs < 10 = N

[Fiber City] indicates whether the city is predominately Fiber (used in GEO page targeting).

[Full_Zip_HHs] shows how many total households are in a particular ZIP.

[ACP_Zip_MedIncome_Ind] has with either a ‘Y’ or ‘N’ value. ‘Y’ indicates that the median income level of that ZIP is below an Affordable Connectivity Program estimated threshold of $57,045, and thus may be more likely to have ACP eligible prospects.

[Expansion] shows whether the ZIP has fiber expansion opportunities with an actual open for sale date. Note, that there can be instances where there is not sufficient fiber expansion density to bring the Fiber Rate to the thresholds noted in [FIBER_ZIP].

[Copper_Sales] with indicator = N notes areas where copper sales are stopped.  This will bring our total stopped copper areas to a little over 500 ZIPs, which represents about 10% of total ZIPs.  There are some ZIPs that currently don’t map to a city, state or DMA, these can be filtered out of any lookups.

- Copper ZIPs affected are summarized below for the following states:  CT, IL, OH, TX & WV

- CT – mostly statewide

- WV – 30% (180 ZIPs)

- OH & IL – a few areas, location specific

Note: Since copper offers are not able to be sold in several areas noted above, you could consider any area marked Copper_Sales = N to be fiber.  You can adjust targeting criteria accordingly, particularly where there are sufficient fiber opportunities in locations that don’t already meet the 15% criteria.

 [Fiber Customer %] is a calculated field = [Fiber_Cust_HHs] divided by [Fiber_Eligible_HHs]

(Fiber Cities Tab) is based on the same Fiber Rate criteria noted above.  This tab uses the list of these cities (with duplicates removed) sorted alphabetically by state, then city.  All other cities would be considered copper; however, see the note above for relative to fiber targeting in areas where we are not doing copper sales.

Note: With our expansion efforts, we continue to increase both the number of cities and states that we can say have fiber.    A few states have low amounts (like AZ and NM), but we now have Fiber cities in 16 states AZ, CA, CT, FL , IL, IN, MI, MN, NM, NY, OH, PA, SC, TX, WI and WV.   For creative content where we reference a Frontier Fiber state count, we can safely move from 12 up to 15.

(Fiber Cities Compare Tab) – Compares the Fiber cities since last run.  The columns are sorted with cities that have changed in the top in red.   Also, sometimes fiber cities drop from the list, this is due to data cleanup.

(FiberPricing Tab) – for digital marketing, you can use the full price (row 6/7) if disclaimed w/Auto Pay & Paperless Bill proximate legal.  If this cannot be added, the full price on row 5 can be used.

(Household Pivot Tab) – view of copper and fiber households and prospects at a state level.  It is currently set to show states with >15% Fiber but you can change the fiber/copper percentages or add other things into the pivot.

As each new run of the Master ZIP list contains the most updated data including cleanups, please make sure you are using the latest version for geolocation and purging out the previous data.
